Since most translation agencies don't generate enough work to justify hiring in-house translators, they must turn to agencies or independent translators.  This is where agencies frequently offer a great advantage--they are "one-stop-shopping."  If a translation user has a German document that should be translated into English, a French document that should be translated into English and an English document that needs to be translated into Japanese, the user has only to telephone the agency.  Most agencies have contract translators in an astounding number of language pairs and can accept a large number of translation projects in multiple language pairs.
